The newest member of the Rockingham City Council is no stranger to the community.

Anne Edwards, marketing representative for Pee Dee Electric, was appointed to fill the vacancy created by Councilman Travis Billingsley’s resignation. Tuesday night’s public meeting was Billingsley’s last. He submitted his resignation by email on April 21 to Mayor Steve Morris.

Councilwoman Denise Sullivan made the motion to appoint Sullivan and Councilman Bennett Deane provided the second.

Edwards is well-known in the community for her role in taking science to classrooms in Richmond County schools. She also is active with Discovery Place KIDS, helping to guide funds from the utility’s Care to Share program to the children’s science museum. In November, Edwards was on hand to present a $4,027 grant to Discovery Place KIDS to invest in the museum’s I CAN Wonder Why exhibit, an area where visitors can explore and experiment, inquire and discover, test and uncover all while building an understanding of the relevance of science to everyday life.

Edwards also is a member of the Foundation for Richmond County board of trustees and active in the Rockingham Rotary Club. Last fall, Edwards guided the collection of donated items for the silent auction as part of the Rotary’s 59th annual barbecue and auction.

Billingsley, 35, told Morris that he has recently accepted a promotion to the position of North America Human Resources Director with Arauco-North America and is required to relocate to Atlanta. Billingsley was the youngest person ever to be elected to Rockingham’s City Council.

Billingsley said he and his family will make that move in June when the school year is completed. He’s been working in the new job since Jan. 1 and has split time between offices in Atlanta, Fort Mill, S.C., Bennettsville and Raleigh.

The timing of the appointment “will allow (Edwards) to fully participate in the annual city budget process,” city officials said.
