ROCKINGHAM — Sheriff James E. Clemmons Jr. on Wednesday presented Sgt. N.L. Forester with his intermediate certificate awarded by the North Carolina Sheriff’s Training and Standards Commission.
To be awarded the certificate an officer must have years in service, training hours and education hours to achieve this award. Forester is a Sgt. assigned to the patrol division.
