Arthur Kelley, 26, is confined at the Richmond County Jail and held on a $20,000 cash or surety bond. An alert North Carolina Highway Patrol trooper pulled over Kelley’s vehicle, which matched the description given to sheriff’s deputies by the two female victims. The incident took place shortly before 5 p.m. in the parking lot of the BP gas station in Hoffman. Store manager Carla Bostick said the suspect didn’t enter the store and no patrons or employees were harmed.

Kelley has been charged with possession of a firearm by a felon, robbery with a dangerous weapon, felony concealment and carrying of a weapon and assault by pointing a gun.

Authorities said Kelley returned to his vehicle after obtaining nearly $1,000 in cash from the two women at gunpoint and fled north along U.S. Route 1 into Moore County.

According to AberdeenTimes.com, the state trooper followed the suspect’s vehicle into Southern Pines. With the assistance of the Southern Pines Police Department, authorities conducted a traffic stop and detained Kelley and a female passenger. A gun was found inside Kelly’s vehicle during the traffic stop.

The Richmond County Sheriff’s Office said the female passenger was interviewed Wednesday night and then released.

The Richmond County Sheriff’s Office was assisted by the state Highway Patrol, the Moore County Sheriff’s Office and the Southern Pines Police Department.

Kelley was booked on a $20,000 bond. His next scheduled court appearance is at 9:30 a.m. on Dec. 17 in Richmond County District Court.

This is not Kelley’s first brush with the law. He was convicted on Oct. 18, 2006 on a felony breaking and entering charge. He served 16 months and 22 days and was released on or about Dec. 12, 2008. His last known address was in Moore County.
